China's Two Sessions Signal a Major Opportunity for Hydrogen Energy Development

China's 2026 National Two Sessions have sent a strong policy signal for the hydrogen industry. For the first time, hydrogen energy and green fuels have been explicitly identified as key emerging growth drivers to be cultivated at the national level. The establishment of a national low-carbon transition fund further underscores the government's commitment, marking the transition of China's hydrogen sector from pilot demonstration projects to a new phase of large-scale commercialization.

 

On March 5, the Government Work Report called for vigorous development of the green and low-carbon economy, implementation of initiatives to improve quality, reduce costs, and cut emissions in key industries, and accelerated construction of zero-carbon industrial parks and factories. The report also highlighted the need to foster new growth drivers such as hydrogen energy and green fuels while supporting the innovative application of green and low-carbon technologies and equipment.

 

Earlier, on March 3, the National Energy Administration convened China's first symposium dedicated to the development of the green fuels industry. The meeting identified green fuels as a strategic pathway for reducing dependence on petroleum, safeguarding national energy security, and fostering new quality productive forces. Against the backdrop of global energy market volatility and China's continued reliance on imported oil, hydrogen energy and green fuels are increasingly recognized as critical tools for enhancing energy security and achieving deep decarbonization.

 

China's hydrogen industry has already achieved a globally leading scale. By the end of 2025, approximately 900 green hydrogen, green ammonia, and green methanol projects had been planned nationwide, with installed production capacity ranking first in the world. Significant breakthroughs have been achieved in key technologies, including renewable electricity-powered hydrogen production and large-scale electrolyzers, while the localization rate of core equipment has reached 100 percent. Major projects such as offshore wind-powered hydrogen production and integrated wind-solar-hydrogen-energy storage systems are advancing rapidly, contributing to a continued decline in green hydrogen production costs.

 

During the Two Sessions, delegates and political advisors focused on expanding hydrogen applications, improving infrastructure, and strengthening industry standards. Recommendations included eliminating grid transmission fees for green hydrogen production, developing hydrogen-powered transportation corridors, constructing dedicated hydrogen pipeline networks, and establishing comprehensive green certification systems with international mutual recognition. These measures aim to remove remaining barriers and accelerate industrial development.

 

The alignment of policy support and industrial momentum is creating three major opportunities for the hydrogen sector:

 

1. Enhanced Strategic Positioning

Hydrogen energy has evolved from a future-oriented emerging industry into a nationally recognized growth engine, benefiting from both dedicated funding mechanisms and targeted policy support.

 

2. Expanded Application Scenarios

Hydrogen use is extending beyond transportation into a wide range of sectors, including chemicals, metallurgy, shipping, and power generation.

 

3. Technological Progress and Cost Reduction

Advances in renewable electricity integration, high-efficiency electrolysis, and other key technologies are accelerating commercialization, while economies of scale continue to drive down costs.

The period of China's 15th Five-Year Plan (2026–2030) is expected to be a critical window for the country's hydrogen industry to strengthen its global leadership. By 2030, China aims to achieve self-reliance in core hydrogen technologies across the entire value chain, positioning green hydrogen as a fundamental pillar of the national energy system and supporting the country's broader goal of becoming a global energy powerhouse.

 

With strong policy momentum and growing market opportunities, the hydrogen industry is poised to seize this historic opportunity. Continued efforts in green hydrogen production, hydrogen-based green fuels, and diversified application scenarios will help accelerate industrial deployment, drive technological innovation, and contribute to China's green transition and long-term energy security.

On April 11, CCTV's Focus Interview aired a special program titled The Year of a New Start, featuring in-depth reports on the high-quality development of China's energy industry. Set against the backdrop of the kickoff year for the 15th Five-Year Plan, the program presented a full picture of China’s drive to build a clean, low-carbon, safe and efficient new energy system from multiple perspectives. It covered the clean and efficient utilization of traditional fossil energy, the large-scale development of wind, solar and other green power sources, the accelerated deployment of new energy storage, as well as the coordinated evolution of computing power and energy. While exploring the future of energy, green hydrogen was highlighted as a pivotal emerging energy carrier.
