Review | Top 10 News Stories of China's Hydrogen Energy Industry in 2025
In 2025, the wave of China's hydrogen energy industry surged forward with full vitality, and a promising industrial picture was rapidly unfolding.
This year, the top-level design continued to empower the industry. More than 20 provinces and cities included hydrogen energy in their government work reports; policy guidance for the non-electrical utilization of green hydrogen was clarified; and the first batch of national pilot lists was released. With an increasingly improved policy system, the hydrogen energy industry entered a fast track of development under clear guidance.
This year, breakthroughs were achieved in large-scale applications. The number of newly-started green hydrogen-ammonia-methanol projects and the commissioned production capacity both hit a record high in China. Multiple 10,000-ton-level projects were put into operation successively in Jilin, Inner Mongolia, Guangdong and other regions. The cumulative commissioned production capacity reached approximately 290,000 tons per year (hydrogen equivalent) throughout the year, ranking first globally, and the scale advantage was expanding at an accelerated pace.
This year, technological development and infrastructure construction advanced in tandem. Independent breakthroughs were made in key technologies such as non-metallic flexible hydrogen pipelines and civil liquid hydrogen demonstrations. Standards including the Technical Specifications for Road Transportation of Hydrogen were issued successively, further improving the industrial standard system. The number of operational hydrogen refueling stations exceeded 560, and an initial cross-regional and inter-city "hydrogen corridor" network took shape, significantly enhancing the industrial infrastructure support capacity. In the same year, the National Energy Administration announced the first batch of hydrogen energy pilot lists, supporting the creation of new scenarios, models and mechanisms for the promotion and application of technological and equipment achievements, and consolidating and improving the innovation capacity and competitiveness of the hydrogen energy industry.
To commemorate the solid footsteps of the hydrogen energy industry in 2025 and gather the common belief of the industry for future development, the Hydrogen Energy Branch of the China Industrial Development Promotion Association (hereinafter referred to as the "Hydrogen Energy Association") reviewed the top 10 news events of the hydrogen energy industry in 2025. These events are like shining milestones in industrial development, recording the breakthroughs and glories of the present, and illuminating the journey and hope for the future.
I. Energy Law Officially Implemented, Hydrogen Energy Included in the Energy Management System
On January 1, the Energy Law of the People's Republic of China (hereinafter referred to as the "Energy Law") was officially implemented, which explicitly included hydrogen energy in the energy management system at the legal level for the first time, marking a fundamental shift in the management attribute of hydrogen energy. This shift laid a solid institutional foundation for improving the hydrogen energy industry policy system, promoting technological innovation, building a green and low-carbon hydrogen energy supply system, coordinating infrastructure construction, and expanding diversified application scenarios.
II. Breakthrough Achieved in Non-Metallic Flexible High-Pressure Hydrogen Pipeline Technology, Leading Domestic Performance
In June, the Hydrogen Storage and Transportation Team of the Advanced Low-Carbon Institute, Central Research Institute of State Power Investment Corporation Limited—an executive director unit of the Hydrogen Energy Association—achieved independent breakthroughs in non-metallic pipeline hydrogen transportation technology and safety operation and maintenance. Adopting a composite structure design of "reinforced braided layer + functional barrier layer", the team improved the structural stability and hydrogen barrier performance of the pipeline under high-pressure hydrogen environment by optimizing the braiding process, overcoming 8 key technologies such as hydrogen permeation inhibition of non-metallic materials.
III. Technical Specifications for Road Transportation of Hydrogen (Including Liquid Hydrogen) Issued, to Be Officially Implemented in March Next Year
On August 29, the Ministry of Transport issued the Technical Specifications for Road Transportation of Hydrogen (Including Liquid Hydrogen). The standard is under the jurisdiction of the National Technical Committee on Road Transportation Standardization, jointly drafted by 15 entities including the Research Institute of Highway Ministry of Transport and Zhongke Fuhai—a member unit of the Association. It systematically stipulates the equipment conditions and safety technical requirements for transportation, parking and emergency disposal of road transportation of hydrogen (including liquid hydrogen), applicable to various transportation equipment such as long-tube trailers and tank trucks. The formulation of this technical specification provides a unified national basis for the safe and standardized transportation of hydrogen energy, and it will be officially implemented on March 1, 2026.
IV. National "Hydrogen Corridor" Network Layout Taking Shape, Hydrogen Refueling Stations Leading the World
On September 25, China Petrochemical Corporation—an executive director unit of the Hydrogen Energy Association—completed the exploratory test of the approximately 1,500-kilometer hydrogen energy transportation corridor along the Yangtze River, with refueling completed at 6 hydrogen refueling stations along the route. Up to now, China Petrochemical Corporation has built 2 cross-regional trunk line "hydrogen corridors" including Beijing-Shanghai and Western Land-Sea New Corridor, as well as 5 inter-city "hydrogen corridors" including Beijing-Tianjin, Chengdu-Chongqing, Shanghai-Jiaxing-Ningbo, Jinan-Qingdao and Wuhan-Yichang. This practice marks the transformation of the national "hydrogen corridor" from line connection to initial network formation, which will further accelerate the long-distance operation and large-scale promotion of hydrogen fuel cell vehicles.
V. Non-Electrical Utilization of Green Hydrogen Gains Policy Support, New Energy Bases Expected to Become Multi-Energy Bases
On October 13, the National Development and Reform Commission and the National Energy Administration issued a public consultation on the Measures for the Implementation of the Minimum Proportion Target for Renewable Energy Consumption and the Renewable Energy Power Consumption Responsibility Weight System. The document clearly states that the minimum proportion target for non-electrical consumption of renewable energy can be achieved through comprehensive utilization methods such as hydrogen, ammonia and methanol production. This institutional innovation provides a clear market demand mechanism for green hydrogen and its derivatives, which is expected to stimulate investment in green hydrogen-ammonia-methanol projects supporting large-scale wind and photovoltaic bases.
VI. Hydrogen Energy Included in the 15th Five-Year Plan Proposal, New Economic Growth Point on the Horizon
On October 28, the Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five-Year Plan for National Economic and Social Development was released, which explicitly proposed to "make forward-looking arrangements for future industries such as hydrogen energy" and promote them to become new economic growth points. The inclusion of the hydrogen energy industry in the national top-level development plan has further strengthened the confidence of the industry and clarified the strategic direction for the medium and long-term development of the hydrogen energy industry. According to incomplete statistics from the Hydrogen Energy Association, as of December 22, 25 provinces (autonomous regions and municipalities directly under the Central Government) have mentioned developing hydrogen energy according to local conditions in their 15th Five-Year Plan proposals, indicating that the industry is expected to gain broad development space during the 15th Five-Year Plan period.
VII. Industry Organization Issues Initiative for Healthy Development, Electrolyzer Enterprises Start to Reverse Involution
On November 3, in response to the disorderly competition and involution in the electrolyzer market, the Hydrogen Energy Association organized a special seminar. The seminar attracted representatives from more than 40 leading electrolyzer enterprises including Longi Hydrogen Energy, Sungrow Hydrogen Energy and Qingqiji. The conference reviewed and adopted the Initiative for the Healthy Development of China's Electrolyzer Industry. The initiative put forward 10 core action proposals, calling on the industry to return to value competition and technological innovation, and work together to promote the electrolyzer market from low-level price competition to high-quality development.
VIII. First Batch of National Hydrogen Energy Pilot Lists Released, Dawn of Large-Scale Application Emerging
On December 4, the National Energy Administration released the first batch of hydrogen energy pilot lists in the energy field, including a total of 41 specific projects and 9 regional pilots, covering Inner Mongolia, Jilin, Guangdong and other regions. The release of the list marks that the development of China's hydrogen energy industry has entered a new stage of national-led and systematic layout. The steady progress of the pilot work will promote the full-chain and large-scale application of hydrogen energy, consolidate and enhance the strategic position of hydrogen energy in China's new energy system, making it an indispensable part of building a clean, low-carbon, safe and efficient energy system.
IX. Trillion-Yuan National Venture Capital Guidance Fund Established, Focusing on Hydrogen Energy and Other Future Industries
On December 26, the National Development and Reform Commission and the Ministry of Finance initiated the establishment of the National Venture Capital Guidance Fund. Positioned as "early-stage investment, long-term patience, market-oriented operation and industry benchmark", the fund aims to leverage trillion-level capital and focus on "investing in early-stage, small-scale, long-term and hard-tech projects". Among them, the Guangdong-Hong Kong-Macao Greater Bay Area Fund with a total scale of 45.05 billion yuan mainly focuses on core links such as green hydrogen production, high-performance hydrogen storage materials and fuel cell membrane electrodes, which will truly become a strategic force for the country to promote the upgrading of the hydrogen energy industry.
X. Construction of Green Hydrogen-Ammonia-Methanol Projects Reaches Historical High, Laying a Solid Foundation for Large-Scale Development
In 2025, the number of newly-started green hydrogen-ammonia-methanol projects and the commissioned production capacity of completed projects in China both reached a historical high. According to incomplete statistics from the Hydrogen Energy Association, multiple 10,000-ton-level projects were put into operation within the year, including Envision Chifeng Green Hydrogen-Ammonia Project, Shanghai Electric Taonan Wind Power Coupled Biomass Green Methanol Project, State Power Investment Corporation Da'an Wind-Solar Hybrid Green Hydrogen Ammonia Synthesis Project and China Energy Engineering Group Songyuan Green Hydrogen-Ammonia-Methanol Project. These projects not only set new records in production capacity, but also achieved systematic breakthroughs in links such as direct green power coupling, dynamic coordination between new energy and chemical stable production, and solid-state hydrogen storage, laying a solid foundation for China's green hydrogen-ammonia-methanol industry to move from pilot exploration to large-scale development.
All past achievements are prologue. Looking forward to the 15th Five-Year Plan period, under the guidance of the carbon peaking goal and the energy power strategy, hydrogen energy will shoulder a more important historical mission, becoming a key support for building a new energy system and a strong engine for promoting the comprehensive green transformation of economic and social development.
