I. Yunnan Province: Steadily Increasing Green Hydrogen Usage in Petrochemical Industry, Supporting "New Energy + Hydrogen/Ammonia/Methanol" Projects

On January 13, the General Offices of the Yunnan Provincial Party Committee and Yunnan Provincial Government issued the Yunnan Province Action Plan for Accelerating the Construction of a Modern Industrial System and Promoting the Development of a Strong Industrial Province, which identified a "4+5+6" key industrial structure. The "5" refers to consolidating and upgrading five characteristic and advantageous industries: plateau characteristic agriculture, cultural tourism, green energy, tobacco, and modern logistics. The "6" focuses on six key breakthrough directions: biomedicine, new materials, advanced equipment manufacturing, digital economy, low-altitude economy, and bio-manufacturing, actively developing strategic emerging industries and future industries. Regarding hydrogen energy, the Action Plan proposes to optimize energy storage development and explore hydrogen energy development. During a policy interpretation press conference, Qiao Guoxin, a member of the Party Leadership Group and Deputy Director of Yunnan Provincial Energy Bureau, responded to reporters' questions by stating: "Support qualified regions in carrying out 'new energy + hydrogen/ammonia/methanol' projects; optimize the structure and layout of refining capacity, steadily increase the proportion of green electricity and green hydrogen usage in the petrochemical industry, build green refineries, and increase the supply of clean oil products."

II. Sichuan Provincial Department of Industry and Information Technology: Issued Sichuan Province Action Plan for Building a Full-Cycle and Full-Process Green Manufacturing System

On January 13, the Sichuan Provincial Department of Industry and Information Technology released the Sichuan Province Action Plan for Building a Full-Cycle and Full-Process Green Manufacturing System on its website. The document proposes to steadily promote the industrial application of hydrogen energy. It encourages exploring green hydrogen/ammonia/methanol integration and hydrogen-rich blast furnace smelting technologies, promoting the construction of pilot-scale projects for hydrogen-based shaft furnace direct reduction of all-vanadium-titanium magnetite ores, hydrogen-rich blast furnace smelting, and hydrogen-fired cement calcination in Sichuan. Additionally, it aims to promote the coupled development of renewable energy and hydrogen energy in qualified regions to meet electricity, heat, and oxygen demands in plateau areas, achieving local hydrogen and oxygen production, heating, and power generation from water, wind, and solar resources. Furthermore, it seeks to expand the commercial application of hydrogen energy in transportation, enhancing the quality and scale of the "Chengdu-Chongqing Hydrogen Corridor."

III. Inner Mongolia Autonomous Region Energy Bureau: Issued Inner Mongolia Autonomous Region Implementation Plan for the Development and Construction of Single-Power-User Green Electricity Directly-Connected Projects (Trial)

On January 14, the Inner Mongolia Autonomous Region Energy Bureau issued the Inner Mongolia Autonomous Region Implementation Plan for the Development and Construction of Single-Power-User Green Electricity Directly-Connected Projects (Trial) (hereinafter referred to as the Implementation Plan), further clarifying the management requirements for single-power-user green electricity directly-connected project development and construction in the region. Regarding hydrogen energy, the Implementation Plan states that new green hydrogen-based fuel projects (including green hydrogen, green hydrogen production of green ammonia, green hydrogen production of green methanol, green hydrogen production of sustainable aviation fuel, etc.) can utilize green electricity directly-connected systems. Grid-connected green electricity directly-connected projects should scientifically determine the type and scale of new energy power sources based on the "load-based source" principle. The utilization rate of new energy in project planning should align with the annual new energy utilization rate target set by the Inner Mongolia Autonomous Region Energy Bureau, and the accompanying new energy curtailment electricity will not be included in statistics.

IV. Five Ministries Including MIIT: Promoting the Construction and Application of Industrial Green Microgrids

Recently, five departments, including the Ministry of Industry and Information Technology (MIIT), National Development and Reform Commission (NDRC), State-owned Assets Supervision and Administration Commission of the State Council (SASAC), State Administration for Market Regulation (SAMR), and National Energy Administration (NEA), jointly issued the Industrial Green Microgrid Construction and Application Guidelines (2026-2030). The document guides industrial enterprises and parks to promote the construction and application of industrial green microgrids, expand the application of green electricity in industry, and promote energy conservation and carbon reduction in key industrial sectors. Regarding hydrogen energy, the Guidelines state that the construction principles include promoting efficient complementary utilization of multiple energy sources. It emphasizes coordinating the use of local solar, wind, hydrogen, waste heat, waste pressure, and waste gas energy to build a clean energy supply system that integrates power supply, hydrogen supply, heating (cooling), and gas supply, effectively meeting industrial users' diverse energy demands. In terms of construction content, industrial green microgrids mainly include renewable energy power generation, industrial waste energy utilization, clean low-carbon hydrogen production and utilization, new energy storage applications, power conversion and flexible interconnection, and digital energy-carbon management facilities or systems. Application scenarios include large-scale and adjustable application scenarios for electrolytic aluminum, polysilicon, and water electrolysis hydrogen production enterprises or industrial parks.

On January 14, the bid shortlist for the EPC general contract of the Jinta Guangdong Hydropower 7MW photovoltaic off-grid hydrogen production, storage, and transportation integrated demonstration project was announced. The first-ranked bidder is China Construction Third Bureau Second Construction Engineering Co., Ltd. (consortium: Luoyang Ruize Petrochemical Engineering Co., Ltd.), with a bid price of CNY 39,950,629.82. The second-ranked bidder is Shandong Xubang Construction Engineering Co., Ltd. (consortium: Zhongkeshenghua Engineering Group Co., Ltd.), with a bid price of CNY 40,041,092.98. The third-ranked bidder is Shandong Xinan Construction Co., Ltd. (consortium: Zhongtu Design Co., Ltd.), with a bid price of CNY 40,000,112.50.

Inner Mongolia Chayouqianqi Green Hydrogen Project (Phase I) - New Energy Part EPC General Contract Winning Bidder Candidate Announcement

Recently, the bid shortlist for the second EPC general contract bidding for the new energy part of the Gemeng Yihe New Energy Co., Ltd. Chayouqianqi Wind-Solar Hydrogen Production Integrated Project (Phase I) was announced. The first-ranked bidder is China Energy Engineering Group Shanxi Electric Power Survey and Design Institute Co., Ltd., with a bid price of CNY 49,923,700. The second-ranked bidder is the consortium led by Power Construction Corporation of China Guiyang Survey and Design Research Institute Co., Ltd., with consortium member Power Construction Corporation of China Municipal Construction Group Co., Ltd., with a bid price of CNY 53,903,301. The third-ranked bidder is the consortium led by China Water Resources and Hydropower First Engineering Bureau Co., Ltd., with consortium member Power Construction Corporation of China Nuclear Power Engineering Co., Ltd., with a bid price of CNY 52,688,866.

III. Up to CNY 79.176 Million! SINOPEC Engineering Construction Co., Ltd. Zhongtianhechuang Wushenqi Wind-Solar Hydrogen Production Integrated Project Power Rectification Device Evaluation Results Announced

On January 16, the evaluation results for the power rectification device of the SINOPEC Engineering Construction Co., Ltd. Zhongtianhechuang Wushenqi Wind-Solar Hydrogen Production Integrated Project were announced. According to the announcement, the first-ranked bidder is Sungrow Power Supply Co., Ltd., with a bid price of CNY 65,788,800 (including tax), and an evaluation price of CNY 58,220,176.99 (excluding tax); the second-ranked bidder is Intercal Co., Ltd., with a bid price of CNY 76,320,000 (including tax), and an evaluation price of CNY 67,539,823.01 (excluding tax); the third-ranked bidder is CRRC Times Electric Co., Ltd., with a bid price of CNY 65,784,000 (including tax), and an evaluation price of CNY 58,215,929.20 (excluding tax); the fourth-ranked bidder is Vertiv Co., Ltd., with a bid price of CNY 79,176,000 (including tax), and an evaluation price of CNY 70,067,256.64 (excluding tax).

IV. Total Investment of CNY 5.054 Billion! Shijiazhuang 2026 Key Hydrogen Energy Projects

Recently, the Shijiazhuang Development and Reform Commission issued the Notice on Printing and Distributing the Shijiazhuang City Key Construction Projects List for 2026. Shijiazhuang has identified two hydrogen energy projects as key construction projects for 2026, with a total investment of CNY 5,053,880,000. The projects are: Zhongneng Yida (Hebei) New Energy Co., Ltd. New 400,000 tons/year sustainable aviation fuel hydrogenation project, and China Energy Engineering Group Shijiazhuang Luquan District photovoltaic hydrogen production and hydrogen energy supporting industry project.
